Life in ORCA became incredibly difficult when much of the Republic's infrastructure, funding, and leadership withdrew to rebuild other more desirable worlds that had been lost in the war against the Synthetics. Raiding and stealing from other cities and worlds became a way of life. Out of the chaos rose a number of clans that would later form the nation Haven. The Raiders moniker survived the changes and development of the fledgling nation's creation in hopes of discouraging pirates and others of ill intent from attempting to attack Haven territory.
