Life in ORCA became incredibly difficult when much of the Republic's infrastructure, funding, and leadership withdrew to rebuild other more desirable worlds that had been lost in the war against the Synthetics. Raiding from other cities and nearby worlds became a way of life. Out of the chaos rose a number of clans that would later form the nation Haven who fought against the unwieldly violence to bring order. This was partly done through the brave men and women who joined the fusiliers. Together they fought for the nation's creation in hopes of discouraging pirates and others of ill intent from attempting to attack Haven territory again.
